It Started With the Balconies. It Became a Whole New Building.

PrimeCo was originally brought in to bring Flave La Costa's decks and elevated walkways into compliance with California's balcony inspection laws. By the time we finished, the community had trusted us with a full building face lift.

The Project

A compliance project that turned into a complete transformation.

What began as required structural repairs to sundecks, balconies, and elevated patios expanded — at the HOA's request — into a full exterior restoration.

The board's first call to PrimeCo was about legal exposure. California's Senate Bill 721 and Senate Bill 326 — the state's "Balcony Inspection Laws" — place clear obligations on owners and HOAs to inspect and repair exterior elevated elements. Flave La Costa needed a contractor who could handle those repairs correctly the first time. Once work was underway, the relationship grew into something bigger.

The Law

Why the decks came first.

The legal liabilities surrounding sundecks, balconies, and elevated patios in California stem directly from Senate Bill 721 and Senate Bill 326 — commonly known as the state's Balcony Inspection Laws. Both were written in response to catastrophic balcony failures, and both put the responsibility for inspection and timely repair squarely on ownership.

For an HOA, that means exterior elevated elements can't simply be repainted and deferred. Load-bearing components and their waterproofing systems have to be inspected by a qualified professional, and any condition that threatens the safety of residents has to be corrected — with permits, documentation, and workmanship that will stand up to scrutiny.

Flave La Costa's board did the responsible thing: they brought in a contractor who understood the code, the exposure, and the construction.

Discovery

What we found once we opened it up.

Compliance work has a way of revealing the real story of a building. As our crews removed coatings and finishes around the elevated walkways and stairs, we uncovered corroded steel stringers, deteriorated framing, and water damage that had been traveling behind stucco for years.

Stairwell areas in particular had become a genuine safety concern — rusted supports, failing treads, and compromised connections in the exact places residents use every single day. These weren't cosmetic issues, and covering them up was never on the table.

We documented every condition, walked it with the board, and priced the corrective work transparently before a single additional dollar was committed.

Structural

Rebuilding the stairwells the right way.

Rusted and dangerous stairwell areas were fully restored. Corroded steel was removed, damaged framing and landings were rebuilt with new structural material, and connections were re-detailed so loads transfer the way they were designed to.

New treads, new waterproofing, and new slip-resistant finishes followed — so the systems that carry residents up and down the building every day are not just compliant, but genuinely safe for the long term.

The Face Lift

One project became a full restoration.

Somewhere between the pre-construction walkthrough and the bi-weekly progress meetings, the conversation changed. The board and management team liked how the work was being handled — the communication, the cleanliness of the site, the honesty about what we found — and asked what else could be done while we were there.

The scope grew into a complete building face lift: aging water fixtures were replaced, tired exterior doors were swapped out for new units, damaged surfaces were repaired, and the entire building received a fresh, professionally applied paint system.

The result is a property that reads as new from the street — with the structural integrity underneath to match.

Before work began at Flave La Costa, we conducted a detailed pre-construction walkthrough with the board and management team to review schedules, resident impacts, and project logistics.

Throughout construction we returned every two weeks for progress walkthroughs, reviewing completed work and discussing upcoming phases — which is exactly how a compliance project could grow into a full restoration without a single surprise invoice.

Stairwells, balconies, and entry doors are not abstractions — they're how people get home. Our crews sequenced the work to keep access open wherever possible, protected finishes and landscaping, and cleaned work areas at the end of every day.

Once construction was complete, we conducted a comprehensive final walkthrough with the board to confirm every detail met expectations and the community was left looking its best.
